Romans 13:3 (KJV)

3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

3 The rulers in the Church are instituted to encourage good works and to avoid evil. The believers should reverence those exercising this authority. Believers should do those things which are good and thus receive praise from the rulers.
